California–Netherlands–EU Delegation Visits AirSpace Integration Test Range


International partners see real-world airspace integration in action
On October 28, 2025, AirSpace Integration hosted high-level delegates from California, the Netherlands, and the European Union at our La Selva Beach coastal test range. The visit demonstrated operational airspace management and corridor enablement—the infrastructure needed to make advanced air mobility work at scale.
This wasn’t a theoretical discussion. It was hands-on demonstration of the systems, protocols, and partnerships that enable safe, integrated airspace operations.
From Dialogue to Demonstration
The CA–NL–EU Innovative Mobility Tour brought together leaders from CalSTA, Caltrans, the European Commission, the Netherlands Consulate, and tribal nations including Blue Lake Rancheria. Partners from the Province of North Holland, Ministry of Infrastructure and Water Management, and academic institutions joined California counterparts to see how the region is building the infrastructure for clean aviation.
The delegation started at Joby Aviation’s Marina facility, touring next-generation electric aircraft manufacturing and training systems. Then they came to our test range.
At La Selva Beach, we showed them what airspace integration looks like in practice. Chris Bley and the Monterey Bay DART team walked the group through real-world demonstrations of:
- Corridor enablement protocols for the California Advanced Air Mobility Corridor Initiative (CAAMCI)
- Multi-operator airspace coordination systems
- Data-sharing frameworks designed for statewide replication
- Airport readiness infrastructure connecting regional testing to national systems
Building on Transatlantic Foundations
This visit builds directly on the Transatlantic Agreement on Air Mobility signed in August 2025. That agreement which includes DART, METIP, CCTA, Electric Flying Connection, and the Coast-to-Coast Foundation commits partners to joint projects, knowledge exchange, and workforce collaboration between California and the Netherlands through 2028.
“By connecting California’s innovation ecosystem with our Dutch counterparts,” said Josh Metz, DART Executive Director, “we’re moving from dialogue to action—building the shared infrastructure, workforce, and governance models needed for a climate-smart, inclusive future of flight.”
Samuel Assefa, Director of the Governor’s Office of Land Use & Climate Innovation, called the tour “a tangible follow-up” to August’s California–Netherlands Innovation Mission, showing how international agreements translate into operational testing and infrastructure development.
What This Means for Advanced Air Mobility
The October demonstration reinforced several key points:
Airspace integration requires real-world testing environments. You can’t simulate multi-operator coordination or regulatory harmonization. You need designated airspace, operational protocols, and partnerships across government, industry, and academia.
Regional ecosystems drive national progress. The Monterey Bay region’s combination of testing infrastructure, manufacturing capabilities, and international partnerships positions California to lead in clean aviation development.
Workforce development connects to infrastructure. The delegation focused on how training pathways, airport readiness, and regulatory frameworks work together to enable safe, scalable operations.
Next Steps
This collaboration continues into 2026 with reciprocal visits, policy pilots, and shared research initiatives. DART will bring international insights to the 2026 LIFT Summit in Monterey, showcasing global perspectives on sustainable mobility and workforce innovation.
